What I saw was not a clean yes or no, more a branch-by-branch risk decision. One branch treated the ARC receipt plus passport like it was normal, another acted like I was asking for something illegal. If someone has to try early, I would go to a branch near a university or expat-heavy area and ask for the most basic account first, not the full premium setup.
