Were you actually able to open a Korean bank account before your ARC came out?

I keep hearing completely different answers on this depending on the bank, branch, and who you talk to. If you tried to open a bank account in Korea before your ARC was issued, what happened in real life? Did they let you open a restricted account, reject it completely, or ask for some extra paper nobody mentioned online?

What I saw was not a clean yes or no, more a branch-by-branch risk decision. One branch treated the ARC receipt plus passport like it was normal, another acted like I was asking for something illegal. If someone has to try early, I would go to a branch near a university or expat-heavy area and ask for the most basic account first, not the full premium setup.
