Did anyone open a phone plan before the physical ARC came out?

I already have my ARC application receipt and the number, but the card itself still isn’t ready. I keep getting different answers from carriers about whether that’s enough for a proper plan or if I’m stuck with prepaid until pickup day. If you did this recently, which carrier or branch actually worked for you?

Yes, but it felt very branch-dependent. Some shops treat the receipt and ARC number like enough to start a normal plan, while others act like nothing exists until the plastic card is in your hand. If you get blocked, I would try a different branch before assuming it is impossible, and I would keep 알뜰폰 or prepaid as the backup so you do not lose a week arguing with one desk.
