The branch staff could see the account, the app could partly log in, but remittance or transfer-limit setup would still fail until they rechecked the exact English name format tied to the phone account. Korea banking gets a lot less mysterious once you realize the problem is often not the app itself, it is one field in one connected system being slightly off.
