Anyone else get stuck on the “need an ARC first” loop when trying to rent?

I’m in that annoying early-arrival stage where I need housing, but every useful thing seems to depend on having my ARC fully sorted first. One realtor told me passport is fine, another said they need a foreigner number, and now I can’t tell what is an actual rule vs branch-by-branch chaos. If you rented before the physical card was in your hand, what did you use and what part was the biggest headache?

Yes, and the ugly part is that some of it is not law, it is just risk tolerance from the realtor or landlord. A lot of people get through this stage with passport, employment or school proof, and the ARC application receipt, but it helps if you can show a Korean contact number and a move-in timeline that sounds concrete. I would treat every “impossible without ARC” answer as “impossible at this desk” and ask one or two more agencies before giving up.
